Heather Lotz, B.S.

Co-Founder & COO


Heather oversees the operational and administrative functions of Lotz of Lively Steps, LLC. With experience in executive leadership, human resources, compliance, and organizational management, she ensures the agency operates efficiently and in alignment with Pennsylvania ODP regulations.


Heather manages billing systems, provider enrollment, HR processes, regulatory compliance, and community partnerships. While clinical services are led by the behavior analytic team, Heather provides the operational structure that supports quality service delivery, accountability, and sustainable growth.

Kyle (Kai) Lively, M.S., LBS

Co-Founder, CEO & Clinical Supervisor


Kai Lively is the Co-Founder, Chief Executive Officer, and Clinical Supervisor of Lotz of Lively Steps, LLC. As a Licensed Behavior Specialist in Pennsylvania and BCBA candidate, Kai brings over 7 years of experience in the field of Applied Behavior Analysis, serving individuals across school, clinic, home, and community-based settings.


Kai specializes in behavioral support, skill development, and adult-focused ABA services within the ODP waiver system. With extensive experience in clinical leadership, supervision, and program development, Kai ensures services are individualized, ethical, data-driven, and designed to promote independence, dignity, and meaningful community integration.

We provide Behavioral Support Services through Pennsylvania’s ODP waiver system for adults with intellectual disabilities and autism. Services include functional behavior assessments, development of individualized behavior support plans, skill-building for daily living and independence, emotional regulation strategies, community integration support, and caregiver/team training.


Our services are individualized, data-driven, and designed to increase independence, safety, communication, and overall quality of life.

We begin with a comprehensive assessment to better understand the individual’s strengths, needs, environment, and goals. From there, we collaborate with Supports Coordinators, families, caregivers, and teams to determine whether Behavioral Support Services are appropriate and how they can be integrated into the Individual Support Plan (ISP).


If services are not the right fit, we provide guidance and referrals to ensure the individual receives appropriate support.

ODP (Office of Developmental Programs) waiver services are state-funded supports available to eligible individuals with intellectual disabilities and/or autism in Pennsylvania. These services are designed to promote independence, community participation, and person-centered outcomes.


Behavioral Support Services under the waiver focus on reducing challenging behaviors, teaching replacement skills, increasing adaptive functioning, and improving overall stability within home and community environments.

Our process begins with a comprehensive functional assessment to understand the individual’s strengths, needs, environments, and the factors influencing behavior. Based on this assessment, we develop a personalized Behavior Support Plan that outlines proactive strategies, skill-building goals, and data-driven interventions.


Services include ongoing collaboration with caregivers, residential teams, and Supports Coordinators. We monitor progress regularly, collect and analyze data, and adjust strategies as needed to ensure meaningful and sustainable outcomes.

Yes. Community integration is a core focus of our services. We support individuals in building the skills necessary to safely and confidently participate in community activities such as employment, volunteer work, recreational outings, social events, and daily errands.


Support may include teaching social communication skills, emotional regulation strategies, safety awareness, and adaptive daily living skills that increase independence and reduce barriers to participation.


Our goal is not just presence in the community — but meaningful, successful engagement.

Yes. All clinical services are overseen by a Licensed Behavior Specialist (LBS) in the state of Pennsylvania and/or a Board Certified Behavior Analyst (BCBA).


Our clinicians hold the required graduate-level degrees in behavior analysis or related fields and meet all Pennsylvania regulatory and ODP waiver requirements. Technicians receive competency-based training and supervision in accordance with ABA best practices and state guidelines.
